Meet Our Board

Bob Lynch - Chairman

Bob relocated to the Treasure Coast after a management career spent with the Chicago Board of Trade and CME Group working in the agricultural and financial future markets. As a strong believer in community involvement, Bob served as Deputy Director of Mokena Emergency Services & Disaster Agency for 5 years. As a believer in the importance education serves our youth, Bob was also involved with teaching financial literacy in the inner city of Chicago for Operation Hope. Bob's desire to educate and be involved has followed him to the Treasure Coast area and the need to cleanup the waterways and restore the marine ecosystem is at the top of the list.


Scott Malcom - Vice Chairman

Scott is retired business owner and banker and a fulltime Florida resident for the past 11 years.  He has BS degrees in Biology and Business/Finance.

Scott has been interested and active in environmental/conservation issues since he experienced the very first " Earth Day" while still in high school.


Jessica Kadie Barclay - Secretary

In addition to her TCMF role, Jessica is the Manager of the Manatee Observation and Education Center located in beautiful Downtown Fort Pierce. She recently moved back to the Treasure Coast after too many years spent freezing in the Pittsburgh region. While there, she dragged a long standing history museum into the 21st century by increasing the overall operation capacity by 450%, oversaw the implementation of innovative educational experiences, multiple museum exhibition installations and associated programming. Besides this professional experience, she has a strong interest in nature and the outdoors. She is an avid gardener and long-time volunteer with a local watershed association. With her prior experience in tourism and museum management coupled with her love of nature, Jessica brings a fresh approach to both the visitor experience as well as operational management. You can usually find her sharing unsolicited opossum facts and going barefoot significantly more than what's considered socially acceptable.


Michael Cully - Treasurer

A long time Treasure Coast resident and volunteer for a number of non-profit organizations including Main Street Fort Pierce, A.E. Backus Museum, and the Sunrise Theatre, Mike was a member of the original St. Lucie County Manatee Protection Committee which recommended the initial manatee protection speed zones in the Indian River estuary.    Service on the TCMF board is a natural continuation of a life long interest in the outdoors and environment.


Caleta Scott - Director

Indian River Lagoon National Estuary Program - Southern Community Engagement Coordinator.

After receiving her Bachelor of Arts in Business Administration from the University of Florida in 2000, Caleta enjoyed a thriving private sector operations management career in Atlanta, GA, before moving to her birthplace of Fort Pierce in 2015. Her previous local government roles with the City of Fort Pierce and the Florida Department of Health in St. Lucie County has given her valuable experience in community engagement, strategic planning, and public health. Caleta is enthusiastic about wellness and has been a yoga instructor since 2020. You may find her at Fort Pierce’s Frederick Douglass Beach, along the Indian River at Old Fort Park, or walking the Seaway Bridge. 


Eric Winterstein - Director

Eric relocated from Colorado to the Treasure Coast via Miami in the mid 80’s, originally from Long Island's Babylon area.  Eric’s education is from Indian River State College, graduating at various times with an Associate in Science, Associate in Art, and a Bachelor of Applied Science.  Once Eric moved to Florida he was able to fulfill his childhood dream of scuba diving, which led to lobstering and participating in local lionfish tournaments and the eradication of the invasive species.  Over the last few years scalloping has been added to the sustainable treasures from the sea.  These scallop harvests take place in Florida’s big bend area with its own eco-systems and clear waters.  He is employed at Ft. Pierce Utilities Authorities as the Facilities & Fleet Superintendent which funds the adventure of life.
